HIGHWAY
HEO/Mechanic/Operator
DEFINITION
Position provides skilled labor and equipment operation functions for the Highway Department.
ESSENTIAL FUNCTIONS
The essential functions or duties listed below are intended only as illustrations of the various type of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related, or a logical assignment to the position.

Maintains fleet of earth moving and excavation equipment, heavy duty dump trucks, pickup trucks, street sweeper, snow removal equipment, specialty equipment and mowers;

Operates a variety of vehicles and equipment as required to perform required functions for the Highway Department, including street sweeper, lawn mower, backhoe, excavator, loader, grader, grinder, snow plow, and others;

Picks up litter along roadways, mows lawn, trims trees, and ensures for the cleanliness and maintenance of town streets;

Loads bulk materials on trucks, such as salt, sand, or other materials as needed for construction projects;

Performs a CDL circle check; lubricates, adds oil, inflates tires and otherwise services equipment to ensure proper operation; reports any malfunctions to supervisor, and may assist in making minor repairs and maintenance;

Prepares for and responds to seasonal challenges including snow removal, snow and storm water, flooded areas, trees down, construction projects, and repair and maintenance of equipment and machinery;
SUPERVISION RECEIVED
Under general direction, employee works independently to plan and prioritize the majority of work, in accordance with standard practices. Employee is expected to solve most problems of detail or unusual situations by adapting methods or interpreting instructions accordingly.
ACCOUNTABILITY
The nature of work or the operation of large or complex equipment means that errors could be have larger consequences such as significant monetary losses, waste of material, damage to buildings, equipment or unsafe conditions.
JUDGMENT
The work involves numerous practices, procedures, or instructions that govern the work and which requires additional interpretation. Judgment is needed to locate, select and apply the most pertinent practice, procedure or guideline.
COMPLEXITY
The work consists of a variety of duties which generally follow standardized practices, procedures and protocols. The sequence of work, technology needed and/or the procedures followed vary according to the nature of the work to be performed.
NATURE AND PURPOSE OF CONTACTS
Relationships are primarily with co-workers, vendors and the vehicle service department managers, involving frequent explanation, discussion or interpretation of practices and procedures, in order to render service, plan or coordinate work efforts, or resolve problems.
EDUCATION AND EXPERIENCE
High School diploma and two – three year of related public works and/or mechanical experience. Training and certification as a Mechanic is required; or any equivalent combination of education, training and experience.
Required: Valid Class B CDL driver’s license, and Hoisting License 2B.
KNOWLEDGE, ABILITY, AND SKILLS
Must have extensive knowledge of equipment and vehicle maintenance and repair.
Must have knowledge of diesel and gasoline engine repair, hydraulic systems, air brake systems, air conditioning systems and electrical systems
Must have knowledge of materials, methods, and current practices essential to the maintenance of town streets, and roadways and preventative maintenance of equipment
Must have skill in operating department vehicles and equipment safely and efficiently
Must have the ability to understand and carry out written and oral instructions; work independently and perform duties as assigned; perform the physical requirements of the position in all weather conditions.
WORK ENVIRONMENT
The nature of duties may involve continuous presence of unpleasant or irritating elements, such as considerable noise, odors, chemical fumes, dust, smoke, heat, cold, oil, dirt or grease. Work may be continually performed outdoors, regardless of weather conditions.
PHYSICAL, MOTOR, AND VISUAL SKILLS
Physical Skills
Work requires moderate to strenuous intermittent physical strength and effort daily, such as lifting heavy objects, carrying the object(s) and stacking them or moving them. In addition, pulling, pushing, standing or walking for the full work day may also be involved. A great deal of physical effort must be exerted at this level.
Motor Skills
Duties may involve assignments requiring application of hand and eye coordination with finger dexterity and motor coordination.
Visual Skills
Visual demands require routinely reading documents for general understanding and analytical purposes.
