The Master Plan: Our Planning Consultants
At their regular meeting on August 17, 2021, after an extensive "Request for Proposals" process in accordance with Public Procurement rules, the Edgartown Planning Board selected Dover, Kohl & Partners as its Master Planning consultant.
As pioneers in Smart Growth planning Dover, Kohl & Partners has led the way in envisioning future growth and preservation for neighborhoods, cities, and regions for over thirty years. DK&P's proposal conveyed their experience in creating walkable, transit-oriented neighborhoods and reconfiguring sprawling suburbs into communities of real neighborhoods and diverse districts to conserve natural environments.
DK&P's planning process will employ public participation, engagement of local residents, visually oriented town planning.
DK&P's team boasts a national reputation and local experience well-suited to the work of the Edgartown master planning process, and their team members have experience working across the country in cities of various sizes, and on previous similar assignments.

Jason King serves as Principal and Senior Project Director at Dover, Kohl & Partners. He has directed multidisciplinary teams around the country and world and has served as the project director and prime author on over 200 plans for cities, towns, neighborhoods, and corridors. Jason has been with Dover, Kohl & Partners for over fifteen years though most of his life was lived in Rhode Island, and his family is ultimately from Althea Street in Dorchester where he still has relatives. Jason holds a Bachelor of Arts and a Master of Community Planning from the University of Rhode Island. He has experience as a municipal planner drafting comprehensive plans in-house, experience as a municipal planner commissioning plans from consultants, and as a consultant working to draft plans with municipalities. His writings and graphics have been published in a variety of planning texts including Form-Based Codes, by Daniel Parolek, and Sustainable Urbanism by Doug Farr. Jason regularly speaks at conferences for the American Planning Association and the Congress for the New Urbanism, as well as other events involving Public Works officials, community activists, and transportation professionals. Jason's work is featured in numerous planning texts such as Sustainable Urbanism (2008) and Form-Based Codes (2008) and he has been interviewed by the New York Times and National Public Radio. |

Pamela Stacy has been a Project Manager and Town Planner at Dover, Kohl & Partners since 2006. She has helped numerous cities and towns around the country form a vision for the future. She then works with multi-disciplinary teams of professionals who collaborate with stakeholders, business owners and residents to make that vision a reality. In addition to directing projects, Pam has co-authored reports, crafted form-based codes, drawn plans and reviewed plans under a variety of land development regulations, and made policy recommendations on specific plans throughout the country. Pam has been instrumental in building the firms Comprehensive Plan portfolio with a role managing, contributing and editing these specific plans. She is often the lead designer on illustrative plans working closely with the public to help envision more walkable and sustainable futures. In her role as Studio Director, Pamela oversees the production of plans, reports, and codes and ensure they are easily understood, readable, and of the highest quality that Dover, Kohl & Partners has become known for. |

Rob Piatkowski received his Master in City and Regional Planning degree from the Georgia Institute of Technology where he concentrated his studies on urban design. Rob is drawn to the relationship between transportation and urban design, combining his experience working as a transportation planner with his passion for placemaking. He has a strong interest in quantitative analysis to better understand existing conditions and to inform urban design interventions. Rob's work and studies have taken him to China on several occasions and he is inspired by travel and exploring the streets and squares of cities, towns, and villages across the globe -using these experiences to inform his work. As a member of the Dover, Kohl & Partners team, Rob is excited to participate in charrettes across the country to learn what makes each place unique and to work directly with local communities. Rob has participated in creating form-based codes, small area plans, and master plans. Elysse brings experience from both international and domestic planning with a background in community planning, urban design, and water management. While studying at the University of Florida, she researched various planning related issues in different countries to then use her experiences to create better spaces in the United States. The research included water management practices, smart city initiatives and adaptation planning. Her planning background ranges in project type and scale including municipal, institutional, historic, adaptive reuse, and commercial projects. Elysse participated in a research exchange program with the University of Groningen where she studied Dutch water management practices. She hopes to bring these practices to other cities affected by sea level rise. Adaptation and mitigation planning is essential for preparing for the future. Starting with Dover, Kohl & Partners in 2021, she is working on various master planning projects. |

Tony Garcia is a Principal of Street Plans, and leads the firm's Miami office. Anthony is a nationally recognized architect, writer, and advocate in the field of transit, pedestrian, and bicycle infrastructure, and travels the globe speaking on the subject of tactical urbanism and placemaking. As a writer and advocate, Tony's work has appeared in, or been featured by Forbes, Atlantic Cities, and the Miami Herald, among other publications. Tony is a coauthor of the globally acclaimed series Tactical Urbanism: Short-Term Action, Long-Term Change. Tony is co-author of the full-length book Tactical Urbanism, published by Island Press in March 2015, which was named by Planetizen as one of the top ten books of the year. Tony is the recipient of the 2017 Cintas Foundation Fellowship in Architecture and together with Mike Lydon, was the recipient of the 2017 Seaside Prize for contributions to the fields of architecture and urban planning. Prior to launching the firm's Miami office, Anthony was Project Director for six years at the Dover Kohl & Partners affiliated architecture firm Chael Cooper & Associates, and from 2008 to 2012 he was the Publisher and Managing editor of the transportation blog TransitMiami.com, an award winning web journal dedicated to public participation and discourse in South Florida. Tony formerly served as the Chairman of Miami-based nonprofit Green Mobility Network, and was a part time adjunct professor at the University of Miami School of Architecture. He co-founded the Ludlam Trail project, which will result in the addition of over 50 acres of new park space in Miami-Dade County. |

Mike Lydon is a Principal of Street Plans, and leads the firm's New York City office. Mike is an internationally recognized planner, writer, speaker, and advocate for livable cities. NPR, The New York Times, CNN Headline News, ABC News, City Lab, Planetizen, Salon, Next City, Wired, and Streets blog have featured his work, among many other publications. Having delivered more than 150 keynotes, workshops, trainings, and lectures since 2009, Mike has exerted a global influence on how people think about city transformation. Mike is the creator and primary author of the The Open Streets Project and the globally acclaimed digital series Tactical Urbanism: Short-Term Action, Long-Term Change Vol. 1 -5. With Tony Garcia, Mike is the recipient of the 2017 Seaside Prize and co-author of the full-length book Tactical Urbanism, published by Island Press in March 2015, and honored by Planetizen as one of the top 10 planning books of the year. Mike also collaborated with Andres Duany and Jeff Speck in writing The Smart Growth Manual, published by McGraw-Hill in 20091 which was also honored by Planetizen as one of the top 10 planning books of 2010. He is a founding member of the New England Chapter of the Congress for the New Urbanism, a Board Member for CNU New York, and a steering committee member of the Next Generation of New Urbanist. Mike currently serves on Transportation Alternative's Executive Committee for the New York City Harbor Ring project and is an advisor to the Bicycle Coalition of Maine. Before launching Street Plans in 2009, Mike worked for Smart Growth Vermont, the Massachusetts Bicycle Coalition, and Ann Arbor's GetDowntown Program. From 2006 -2009 Lydon worked for Duany Plater-Zyberk and Company (DPZ), an international leader in the practice of smart growth planning, design, and research techniques. Mike remains a daily cyclist who encourages you to trade four wheels for two. |

As Principal at HSH, Keri is responsible for overseeing a variety of transportation planning and traffic engineering projects in the Boston area. She has worked on both public and private projects in the cities of Boston, Cambridge, and Somerville, as well as for other state and municipal agencies throughout New England and New York. Keri is well-versed in many aspects of transportation, including operational analysis, parking, safety studies, pedestrian and bicycle studies, traffic signal design, traffic management, and peer reviews. Tom leads a talented group of transportation planners and civil engineers at Howard Stein Hudson. Being at the center of mobility and transportation in Boston for the past 30 years, Tom has a unique perspective on the merits and challenges facing development projects. Tom works with our exceptional team to deliver modern, sustainable projects in a seamless manner. Tom was the longest serving Commissioner of the Boston Transportation Department (BTD) in the City's history. Tom also authored the first "Complete Streets" guidelines in the history of Boston. He established the first bike share program in Boston. Tom also served as MassDOT's Highway Administrator. His leadership in rolling out the All Electronic Tolling Conversion along the MassPike garnered him national recognition with the American Public Works Association's (APWA's) Professional Transportation Manager of the Year Award. Taylor is a member of HSH's Public Involvement Group operating out of the HSH Worcester Office. She fosters communication between community members and project developers and supports the flow of information to communities affected by development projects. Taylor is passionate about building opportunities for community members to take part in the revitalization of their neighborhoods. She has facilitated meetings informing residents of proposed open space policy, conducted outreach for public infrastructure changes, and organized an event that established values shared among a diverse community.
